Development processBritain was among the first countries to implement domestic policies, housing security policy is the United Kingdom an important part of the welfare system. UK housing development of social security in general has gone through three stages:

The first stage is direct government intervention in the housing market in the period.

Before the Industrial Revolution to World War II, the United Kingdom is mainly privately owned housing. Since the Industrial Revolution, a large number of farmers continue to enter the city, so that private rental housing be quickly developed. But the extremely high so that most residents can not afford the rent, so the government stepped in to develop a new housing policy. In 1919, the British government promulgated the “housing and town planning law”, the first will be “working class” to provide housing for the local government’s statutory duty to allow local governments to build social rented housing, and can use local property taxes to provide subsidies directly . The government’s support, social rental housing is growing rapidly. To World War II, the municipal authorities basically became the main provider of social rented housing who own the stock of housing, social housing accounted for the proportion of the country far more than other Western countries.

The second stage is the policy of the Government during the implementation of high welfare. To 80 years after World War II, the United Kingdom the “high welfare” as its basic national policy, the Government more deeply involved in the housing market. The result is that local authorities own housing and rental housing accounts for the rising proportion of housing stock, respectively, by 1950, 29% and 18% to 56.6% in 1981 and 30.3%. Margaret Thatcher in 1979, the ruling Conservative government housing reform as a starting point to begin a major readjustment of national economic policy.

The third stage is the period of housing privatization. From the last century, the late 90s early 80s the government introduced various measures through legislation stimulated a large number of public housing sold to tenants. Encouraged to buy a house led to the success of the policy of economic development. To the mid-80s. Britain’s economy began to boom. But the sharp drop in low-rent public housing homeless people in society began to increase.

British Association for the rapid development of housing is 70 years beginning from the 20th century the British in 1964 set up a housing company. This is the part of central government institutions responsible for the registration of housing associations, regulatory and coordination. Market regulation is a complex and comprehensive works, for example, even now Europe is in recession, the real estate market is also relatively slow, but Britain’s house prices has not decreased, because the supply of housing is still too small.

Housing Corporation marks the establishment of the beginning of the modern housing association movement. British government introduced the law to request the Central Government and local authorities to give financial assistance to housing associations. If the operation of housing associations with the loss of low rent subsidies for new housing capital required to apply for loans to domestic companies as the future of public expenditure of these loans converted into a “housing association funding” by the Association for free use.
